This issue explores home and community-based long-term care financing and the woodwork effect.  Legislators believe that if Medicaid coverage for home and community-based care services is widely available, many people who now rely on unpaid help from family and friends will "come out of the woodwork" and ask for Medicaid coverage for their home care.  This brief explores the possibility and impact of a woodwork effect in New Hampshire and concludes that despite the potential increase of individuals accessing Medicaid, New Hampshire should expand the availability of these funds.
