Welcome to the Fall Issue on inclusive education.  The 1975 Individuals with Disabilities Act was the most important civil rights legislation for children with disabilities ever enacted.  Yet 37 years later, students like Henry Frost are still asking, "Why can't I go to school in my neighborhood?"  In this issue we look at both the continuing struggle to make inclusive education a reality and celebrate the success of schools that are working to welcome and accommodate all students.
